以供給側結構性改革的視角審視文化產業

我國目前的文化產業可分為幾個部分,一是生產與銷售文化產品的行業,如圖書、影視、工藝美術品製作及文化作品創作行業等;二是文化服務行業,如演出、娛樂、旅遊業等;三是為其他商品提供文化附加值的行業,如創意設計、會展策劃業等。
近年來,我國居民在文化領域的消費支出逐步提高,但與發達國家文娛消費比例相比仍有差距。2015年全國居民人均文化娛樂消費支出為760.1元,比2014年名義增長13.2%。與歐美發達國家文化消費占家庭消費30%左右的比例相比較,我國文化消費還有很高的增長空間。我國消費者對韓劇、美劇、好萊塢電影、迪di士shi尼ni樂le園yuan等deng國guo外wai文wen化hua產chan品pin的de消xiao費fei熱re情qing,也ye體ti現xian出chu當dang前qian我wo國guo文wen化hua市shi場chang供gong給gei水shui平ping仍reng需xu提ti高gao。基ji於yu我wo國guo較jiao高gao的de人ren口kou基ji數shu,文wen化hua消xiao費fei支zhi出chu的de提ti升sheng和he消xiao費fei需xu求qiu的de不bu斷duan增zeng長chang對dui文wen化hua產chan業ye起qi到dao了le很hen強qiang的de拉la動dong作zuo用yong。2015年,全國文化及相關產業增加值為27235億元,占GDP的比重為3.97%,2016年這一比重上升至4.5%,產值幾年來呈現兩位數的增長,並高於同期GDP的增長幅度。可見,我國文化產業發展活力極強,正成為新的經濟增長點。
從2016年前三季度全國規模以上文化及相關產業企業營業收入情況來看,文化用品的生產企業營收較去年同期增長6.30%,文化信息傳輸服務業增長30.8%,文化休閑娛樂服務業增長20.1%,文化藝術服務業增長17.7%。與我國大力發展第三產業的政策相適應,文化產業中第三產業份額發展更為迅速。
從產業發展基礎來看,近年來文化產業投資額不斷提升。2015年,全國文化產業固定資產投資達到28898億元,比2014年增長22.0%。分行業看,以“互聯網+”為主要形式的文化信息傳輸服務業,吸納投資比上年增長77.0%;投資規模最大的行業是文化休閑服務業,吸納投資10784 億元。同時文化產業就業人員也不斷增長,截至2015年底,我國文化產業法人單位共吸納就業人員2041萬人,比上年增長6.0%。總(zong)體(ti)來(lai)看(kan),資(zi)金(jin)和(he)人(ren)員(yuan)的(de)增(zeng)長(chang)為(wei)文(wen)化(hua)產(chan)業(ye)的(de)發(fa)展(zhan)打(da)下(xia)了(le)良(liang)好(hao)的(de)基(ji)礎(chu),作(zuo)為(wei)公(gong)認(ren)的(de)朝(chao)陽(yang)產(chan)業(ye),可(ke)以(yi)預(yu)測(ce)文(wen)化(hua)產(chan)業(ye)在(zai)今(jin)後(hou)的(de)幾(ji)年(nian)內(nei)仍(reng)將(jiang)保(bao)持(chi)穩(wen)定(ding)增(zeng)長(chang)。
文化產業不僅自身發展潛力較大,同時,其附加值高、與其他產業融合性強的特點對許多新興產業的發展也發揮著重要的促進和調動作用。文化產業橫跨第二、第三產業,對於高端製造業、xinxingfuwuyedengguojiazhelifazhandechanyeyouyidingzhutuizuoyong。suizhewenhuachanyedebuduanfazhan,shichangzhutidechuangxinnenglibuduantisheng,zaiwoguojiqiannianwenmingjidiandejichushangtuichenchuxin,fazhanchuyipishishangyuchuantongxiangronghedexinxingyetai,weichuantongziyuanzhuruhuoli,weidazaogengjiagexinghua、多樣化的產品拓展了思路,豐富了人民群眾的精神文化生活。
當前文化產品的發展也呈現出沿產業鏈上下延伸的態勢。如旅遊、電影等文化服務業與製造業聯合開發文化衍生品,娛樂業與文化產品生產者聯合擴大IP效應等,都體現出文化產業對各行業的聯合作用。產業鏈的密切聯合,對降低成本、提高效率起到了重要作用。2016年前三季度,文化及相關產業10個行業的營業收入均實現增長,體現了文化產業在將文化軟實力轉化為經濟硬實力上的強大作用。
特別是近年來,文化產業與科技和互聯網融合,虛擬現實技術、網絡傳媒及娛樂平台等一係列麵向未來的文化娛樂技術逐漸發展。文化和網絡科技的融合、滲(shen)透(tou)將(jiang)從(cong)技(ji)術(shu)和(he)內(nei)涵(han)出(chu)發(fa),互(hu)惠(hui)互(hu)利(li),推(tui)進(jin)兩(liang)方(fang)麵(mian)產(chan)業(ye)的(de)共(gong)同(tong)發(fa)展(zhan)。可(ke)以(yi)看(kan)出(chu),文(wen)化(hua)產(chan)業(ye)發(fa)展(zhan)不(bu)僅(jin)體(ti)現(xian)在(zai)文(wen)化(hua)產(chan)業(ye)產(chan)值(zhi)上(shang),也(ye)對(dui)一(yi)大(da)批(pi)新(xin)興(xing)的(de)朝(chao)陽(yang)產(chan)業(ye)特(te)別(bie)是(shi)高(gao)端(duan)製(zhi)造(zao)業(ye)和(he)服(fu)務(wu)業(ye)有(you)著(zhe)重(zhong)要(yao)的(de)助(zhu)推(tui)作(zuo)用(yong)。可(ke)以(yi)說(shuo),文(wen)化(hua)產(chan)業(ye)的(de)發(fa)展(zhan)為(wei)我(wo)國(guo)大(da)量(liang)新(xin)興(xing)產(chan)業(ye)發(fa)展(zhan)提(ti)供(gong)了(le)創(chuang)新(xin)的(de)資(zi)源(yuan)和(he)發(fa)展(zhan)的(de)路(lu)徑(jing),對(dui)其(qi)他(ta)相(xiang)關(guan)產(chan)業(ye)的(de)撬(qiao)動(dong)作(zuo)用(yong)十(shi)分(fen)強(qiang)勁(jin)。

目前我國的文化產業存在產品總量高、同質產品多、高端市場供給不足的情況。創新則是要逐步減少中低端供給,解放和發展文化生產力,推動產業智能化、綠色化發展。我國小微企業占文化企業的90%以上,是文化產業發展的主力,依靠其運營靈活、應變能力強的優勢,通過創新提高文化產品供給質量,對於解決供需錯配問題有很大意義。隨著大眾創業、萬眾創新的倡導,文化產業吸引了大量創業者,產業內容創新、xingshichuangxinbuduanyongxian,hulianwangdepujishidecongyezhehexiaofeizhekeyigongtongcanyudaochuangyizuopinshengchanzhong,jinyibutishengshehuizhengtichuangzaoli。yongwenhuadeliliangkaipiyichuangxinweihexindejingjifazhanxintujing,bujinduijingjishehuidefazhandayoubiyi,yeduirencaidepeiyuheshehuichuangxintixidesuzaoyouzhezhongyaoyiyi。tongguorencai、技(ji)術(shu)的(de)融(rong)合(he)發(fa)展(zhan)推(tui)動(dong)經(jing)濟(ji)結(jie)構(gou)不(bu)斷(duan)優(you)化(hua),使(shi)文(wen)化(hua)與(yu)經(jing)濟(ji)社(she)會(hui)發(fa)展(zhan)更(geng)深(shen)融(rong)合(he),實(shi)現(xian)文(wen)化(hua)軟(ruan)實(shi)力(li)和(he)科(ke)技(ji)創(chuang)新(xin)力(li)的(de)協(xie)調(tiao)發(fa)展(zhan)。這(zhe)對(dui)增(zeng)強(qiang)經(jing)濟(ji)增(zeng)長(chang)動(dong)力(li),實(shi)現(xian)文(wen)化(hua)生(sheng)產(chan)力(li)水(shui)平(ping)的(de)提(ti)升(sheng)十(shi)分(fen)重(zhong)要(yao)。
